Shopee Thailand Fee Freeze: What Racket Sellers Should Do
Shopee Thailand’s new transaction fee took effect on 4 August 2026, pushing Sports & Outdoors sellers to 16.05% for non-Mall stores. Six weeks later, Thailand’s trade regulator ordered six major platforms to freeze their merchant fees for six months. For badminton racket exporters, that changes what matters this quarter: not whether to reprice, but how to model costs while the window is open.
The fee increase did happen — and it still stands
On 4 August 2026, Shopee Thailand implemented revised Sale Transaction Fees. For non-Mall sellers, Sports & Outdoors moved to a maximum of 16.05%, and Shopee Mall sellers in the same category can reach 19.26% including 7% VAT. The published rates are VAT-inclusive.

Sellers who had modeled their badminton racket margins on the old structure needed to revisit them within days, not months.

Then Thailand’s regulator froze everything
On 7 September 2026, the Trade Competition Commission of Thailand (TCCT) issued binding orders to Shopee, Lazada, TikTok Shop, Grab, LINE MAN and Bolt. Effective immediately, these platforms must freeze their merchant commission rates, marketplace fees and promotional charges for six months. Platforms may continue charging at current levels — they simply cannot raise them.
This is the first time a Southeast Asian government has used a binding administrative order to cap platform take rates rather than merely asking platforms to explain their fees. The TCCT will use the six-month window to gather platform cost data and examine how the roughly 30% effective platform charge is composed. A revised regulatory guideline was expected before the end of September.

What this means for badminton racket sellers right now
Do not reprice on the assumption that fees are frozen forever. The freeze lasts six months, and the regulator is explicitly studying whether stricter transparency rules follow. Sellers who cut prices to absorb the August increase have given away margin for a benefit that may end in March.
Rebuild the cost model with the current rate, not the hoped-for one. For a racket line priced at USD 25 with 16.05% effective platform cost, the difference between modeling at 16.05% and at 19.26% is roughly USD 0.80 per unit — on a category where buyers compare price closely, that is enough to erase a thin margin entirely.
Use the window for inventory, not for discounting. If rates cannot move up before March, the pressure on your stock is demand-driven rather than fee-driven. Holding inventory through a frozen-fee period is a decision you can make on market signal; cutting price to defend against a fee increase that is legally suspended is a decision you cannot undo.
Watch the two dates that matter. The six-month freeze runs to roughly March 2027, and the new regulatory guideline was due by the end of September. Sellers should treat both as checkpoints rather than waiting for a platform notice.

The wider picture for Southeast Asian sellers
Thailand is not the only market moving. Indonesia’s Ministry of Cooperatives and Small Enterprises has directed platforms to cut service fees and commissions by at least 50% for micro and small sellers, with implementation expected from late October. Vietnam and the Philippines have been tightening tax compliance on online merchants. The regional direction is unmistakable: platform fee escalation is now a regulated variable, not a free-market one.
For badminton racket exporters operating across Southeast Asia, the practical takeaway is to treat platform fees as something to model in scenarios rather than as a fixed line to be absorbed. Where a marketplace is frozen, build the upside case into the plan. Where a marketplace is subsidising small sellers, check whether your entity size qualifies.

Frequently asked questions
Has Shopee Thailand actually reduced its fees?
No. The TCCT order freezes existing fee levels and prohibits further increases. Platforms continue to charge the rates that took effect on 4 August 2026.
When does the freeze end?
The order runs for six months from early September 2026, so approximately to March 2027. Exact expiry will depend on the regulatory guideline expected from the TCCT.
Which Shopee seller types are covered by the higher 19.26% rate?
Shopee Mall sellers. Non-Mall sellers in Sports & Outdoors are capped at 16.05%. Published rates are VAT-inclusive.
Should sellers cut prices while fees are frozen?
Generally no. A frozen rate is temporary and may be followed by stricter fee transparency rules or renewed adjustments. Cutting price to defend against a suspended increase permanently sacrifices margin.
